FREREF was created in 1991 as an initiative of several European Regions. The network currently gathers about twenty Regions, Regional bodies and organisms acting in the area of LLL. It is associated to several other European Networks such as The Lifelong Learning Platform, EARLAll, The Committee of Regions, The European Association of Regions.
The objective of FREREF is to promote and support the real and concrete development of LLL at Regional and European levels, by enabling interregional cooperation based on practice sharing and peer learning, and by reinforcing the links between the regional actors and the European context, which is strongly and rapidly evolving regarding LLL (Lisbon strategy, Copenhagen process, etc.).
The FREREF network is acting through three main channels
- the annual European University of Regions and Territories is a unique place to share experiences, discuss about new possible developments, prepare new projects, propagate innovations in LLL;
- European projects enable to develop concrete partnerships, tools, processes, to foster and sustain innovative moves for improving LLL practices;
- the participation in larger actions at the Commission and Parliament level give the possibility to present the positions of FREREF members regarding key issues in LLL policy.
Main role in REFRAME
FREREF will be responsible for WP4: Piloting and Validation. In order to validate the REFRAME model, results and it’s methodological application it will be necessary to develop a piloting and validation activity.The job profiles and the training paths prototype will be validated in 3 countries (Italy – Spain- Netherlands). FREREF will collect feedbacks from piloting organisations, regional networks and all the people involved in order to verify the consistency and effectiveness of the prototype and to assess its applicability in different contexts. They will be responsible also for WP6: Quality Assurance and Evaluation. The evaluation approach adopted has a threefold set of purposes: to accompany project management by providing updated information on project achievements and critical aspects (monitoring);to evaluate intermediate and final results of REFRAME project;to "generate" learning among involved parties.

Liliane Esnault
she is responsible of Project Development and works in close cooperation with the FREREF Scientific Council on research methodology, contents and publications. She was co-coordinator of Acrojump, and is evaluator for LLL-Hub and eMova.
Liliane Esnault is also a consultant in the domain of interactions between Social and Educational Sciences and Information Technologies. Her main competences are in developing and animating participatory processes, building and animating networks and communities of practice, conducting and animating longitudinal participatory project evaluations
Axel Joder
Graduate of the Institute of Political Studies of Grenoble (IEPG) in 2012, Axel Joder collaborated with the Academic Chair EDIAS working on the issues of employment and social dialogue in France and Europe. He worked on two European project (ESF).
With FREREF, he was associate coordinator of the Leonardo TOI project AcroJump and currently coordinate the projects Netme-In and Cokleeco. He coordinated, on the FREREF side, the work of the Group "Rethinking the link between Education, Training and Companies" piloted by the Erasmus+ France Agency, the Rhône-Alpes Region and FREREF.
He works on the organisation of the yearly European University of Regions and Terrirories. He also delivers a training program on the European Commission funding programmes for the Auvergne-Rhône-Alpes Region.
